Job Introduction

    Adexen has been mandated by one of its client,who is a leading international player in marine services to recruit a HSE logistics superintendent. This position is based in France.

Responsibilities

    Responsibilities :

    Methods support

    • Meet the health and safety requirement of the organisation.
    • Contribute to raising the standards of organisation HSE by ensuring that employees, contractors and others are sufficiently informed, instructed and trained on their knowledge, use and implementation of the HSE management system.
    • Develop, maintain and update the organisation’s HSE management system, including the logistics operational procedures to support the integrated logistics services.
    • Ensure compliance of HSE activities.
    • Provide support in the HSE selection, evaluations and audits of the organisation’s logistics suppliers during each phase of a project from bidding to deployment /execution phases.
    • Adapt HSE and logistics operational procedures to clients requirements and proposed strategy.
    • Propose technical optimization to clients operational standards and requirements based on technical and HSE analysis.
    • Review the organisation logistics suppliers operational procedures in order to match logistics O&G international standards and include them in technical proposals
    • Monitor changes in HSE laws and regulations and regulatory requirements in operating countries
    • Develop the organisation’s HSE training plan, minimum qualifications and competencies requirements based on HSE management system and international O&G rules, regulation and best practices.
    • Keep the HSE improvement plan updated; tracks actions and organizes regular reviews and workshops for continuous improvement of HSE management System.
    • Keeps the HSE training database updated, and takes part to the implementation of the HSE training program.

    Operational support

    • Takes part to the establishment and implementation of the Emergency response plans and procedures for the different worksites
    • Participate actively in the start-up phase of a project, ensuring that all procedures and HSE requirements are well implemented.
    • Ensure there is fit-for-purpose HSE management system for the company’s logistics, rules, specifications, procedures implementation and maintenance.
    • Provide support to department and co-ordinates inputs from the various assets and technical divisions/departments in the implementation of the new/up dated HSE-MS procedures in the various assets.
    • Prepare the safety feedback notices subsequent to incidents; takes part in the analysis of high potential incidents e.g. Cause Tree Analysis
    • Provide assurance through reviews and audits that the organisation HSE management system is functioning effectively.

    LIFTING

    Methods support

    • Develop the organisation’s logistics lifting management system as per international standards and oil & gas best practices.
    • Ensure that procedures are well understood and deployed on site.
    • Review organisation’s suppliers operational procedures in order to match logistics O&G international standards and include them in technical proposals.
    • Analyze the gap between the local regulations and the international regulations, and consequently defines those applicable for a particular project.
    • Adapt Lifting and logistics operational procedures to clients requirements and proposed strategy. When available, propose technical optimization to clients operational standards and requirements based on technical analysis
    • Review the cost effectiveness of the selection method for lifting equipment and standard maintenance and propose improvement.
    • Develop the organisation’s training plan based on management system and international O&G rules, regulation and best practices.
    • Undertake periodic reviews /audits as required particularly focusing upon the higher risk activities.

Desired Skills and Experience

    • Bachelor degree in engineering or any related discipline.
    • 7-10 years of working experience in technical aspects of E&P and good knowledge of organizational HSE management system.
    • Good office tools knowledge is compulsory.
    • Start-up experience would be a plus.
    • Must speak english (french optional).
    • Good writing and communication skill, team spirit, decision making, Procedures development is a must, ability to work in any environment with constraints
